New York City Housing Authority

 

Background:

The New York City Housing Authority (“NYCHA”) is the largest and oldest public housing authority in the United States. It provides decent and affordable housing in a safe and secure living environment for low- and moderate-income residents throughout the five boroughs. To fulfill this mission, NYCHA must preserve its aging housing stock through timely maintenance and modernization of its developments. NYCHA also administers a citywide Section 8 Leased Housing Program in rental apartments. Simultaneously, it works to enhance the quality of life in its developments by offering its residents opportunities to participate in a multitude of community, educational and recreational programs, as well as job readiness and training initiatives.

 

NYCHA's Conventional Public Housing Program has 178,882 apartments in 2,602 residential buildings (334 developments) throughout the City.  NYCHA has 11,686 employees serving a total of 633,177 New Yorkers in its Public Housing and Section 8 Programs. Based upon the 2008 New York City Housing and Vacancy Survey (HVS) and the most recent population estimate for New York City (July 2009) respectively, NYCHA Public Housing represents 8.5 percent of the City's rental apartments and is home to 4.8 percent of the City’s population.

 

The Position:

The New York City Housing Authority is seeking an experienced procurement professional to serve as its next Chief Procurement Officer (“CPO”).  Reporting directly to NYCHA’s General Manager and a member of the Agency’s senior management team, the CPO will lead and direct the Agency’s material, equipment, capital and construction and service procurements.  NYCHA procures over $400 million in goods, services and capital materials and improvements each year.  He or she will have broad latitude for independent judgment, action and decision making.

 

Primary Responsibilities: 

The CPO’s primary responsibilities include, but are not limited to:

 

  • Strategic Management and Oversight
    • Lead and direct the Procurement Office organization of direct and indirect reports.
    • Develop an annual plan for procurement including cost savings objectives, as well as process and efficiency improvements.  This would include procurement and the distribution of materials to the field locations.
    • Develop procurement and contracting policy, procedures, guidelines and performance metrics.
    • Oversee the development of documented category strategies with key customer input, reflecting supply market conditions for all major spending areas.

 

  • Operational Leadership
    • Plan and direct the implementation of the Agency’s procurement operations and activities in compliance with internal rules, guidelines and applicable law.
    • Develop a reporting mechanism and provide information and statistics on procurement operations, utilizing data to develop cost reduction plans.
    • Develop and implement vendor management programs, such as a performance scorecard, with key contractors, suppliers and vendors, which include metrics, performance goals and process improvement initiatives.
    • Establish and lead strategic sourcing team via recruitment, training, and hands on coaching to create procurement strategies that drive costs down.
    • Direct and manage the control, management and distribution of materials and supplies to customers.

 

  • Stakeholder Engagement
    • Develop negotiation strategies and lead negotiations with supply base and contractors.
    • Meet regularly with stakeholders to understand and satisfy business needs.

 

Key Competencies:

 

  • Leadership and Capacity Building:  a proven leader with an understanding of procurement, strategic sourcing and inventory best practices.  This includes the ability to cultivate entrepreneurship and ownership while enforcing procurement guidelines and applicable law.

 

  • Negotiation Skills:  the ability to artfully influence, persuade and generate group consensus.

 

  • Excellent Communication Skills:  demonstrated ability to communicate clearly, both written and verbal, while maintaining an acute discernment of audience.

 

Qualifications:

 

  • Baccalaureate degree from an accredited college.
  • A minimum of 8 years of satisfactory professional experience in procurement, contract administration, strategic sourcing, supply chain management, contract law or related field.
  • Familiarity with government/public sector procurement is a plus.
  • Experience with the Oracle i-procurement, advanced procurement and inventory, and Maximo workticket and planning systems is a plus.
