CNI Program Manager, Real Estate Planning and Development, New Orleans


The Housing Authority of New Orleans (HANO)  is seeking qualified candidates for the position of  CNI Program Manager, Real Estate Planning and Development.  HANO provides housing assistance to more than 20,000 residents of the city of New Orleans and manages a range of programs and initiatives.  The Real Estate Planning and Development Department manages HANO’s real estate development and modernization portfolio and activities.  The Program Manager will be responsible for providing a wide range of services in support of the day to day management of the Choice Neighborhood Initiative (CNI) redevelopment plan in the Iberville/Treme neighborhood of New Orleans.  The scope of the redevelopment includes residential and commercial real estate components and initiatives to improve the lives of community residents.  Essential duties  will  include managing and working collaboratively with the Implementation Working Team (IWT), which includes interdepartmental staff, residents, community engagement teams, city, state and local government partners and developers to deliver the proposed transformation plan in time and within budget. This position will have a matrix reporting relationship to the Director of Real Estate Planning and Development and the Senior Advisor to the Administrative Receiver.

Job Competencies

·        Experience working on residential redevelopment with multiple stakeholders

·        Knowledge of neighborhood planning and community revitalization best practices

·        Strong knowledge of residential affordable mixed financing structures, including structures using tax-exempt bonds, Low Income Housing Tax Credits, and other public funding sources;

·        Project management experience, specifically in overseeing the real estate development process, from predevelopment to property stabilization

·        Previous experience working with HUD and/or Housing Authorities is preferred.

·        Ability to multitask and successfully manage multiple complex projects and initiatives.

·        Strong skills in communication,  problem solving and  interpersonal relations

·        Computer skills

Education and/or Experience

Bachelor’s’ degree and five (5) years related experience required, Graduate degree preferred;   the equivalent combination of education and experience may be considered.
