Position Title: Director of Grants and Compliance:

The Director of Grants and Compliance will be in charge of leading the San Diego Housing Commission Financial Services Grants and Compliance Department in administering a complex grants portfolio including HUD awarded federal grants, state and local grants, local business funds, and special project funds. Responsible for all compliance with grant agreements and federal requirements under A-133 and A-87 and any other applicable laws and regulations. Supervises the grants and compliance staff in performing all pre, post and compliance related grants functions including but not limited to the set-up and maintenance of grant budgets, the tracking of grant expenses and matching requirements and all required grant reporting. Responsible for the establishment, maintenance and documentation of internal controls and procedures to ensure financial and operational grants compliance.

Position Requirements/Qualifications:

Bachelor's degree in accounting, finance, business or public administration, or related field. The completion of college level courses in accounting and ten years of related work experience may substitute for the degree. Three years experience in grant accounting including experience with computerized accounting systems or any equivalent combination of training and experience. In depth knowledge of HUD and other federal, state and local regulations pertaining to grant administration. Knowledge of regulatory requirements related to SDHC specific grants. Extensive experience with procedures forms and documents required in compliance for grant administration and management. Knowledge and understanding of internal controls compliant with A133 Single Audit requirement. Thorough knowledge of federal grant policies, HUD experience preferred.

Must have a thorough knowledge of federal grant policies, including HUD experience; excellent  analytical skills; demonstrated ability to work on multiple projects and meet critical deadlines; demonstrated collaboration; maintains positive attitude and willingness to work together to get the job done; excellent written and verbal communication skills; ability to exercise independent judgment and manage competing priorities using strong organization skills; advanced Microsoft Office skills using a range of software programs including Word, Excel, and Access; experience developing complex linked spreadsheets; scores advanced in Excel testing; demonstrated ability and/or experience handling high volume of diverse tasks, under deadlines, with consistent accuracy and attention to detail; flexibility and resourcefulness.
