SUMMARY
The Executive Director (ED) is the Chief Executive Officer (CEO) for the Authority. He or she has full and complete responsibility for the development and execution of all administrative functions of the Low Income Public Housing Program, the Section 8 Housing Choice Voucher Program, redevelopment activities, and other housing programs for this small public housing agency. The individual must be able to obtain his/her Public Housing Management Certification within six months of employment. The principle role of the Executive Director is to assure that all programs are being effectively and efficiently administered in conformance with agency policies, regulations and local laws. He or she assists the Board of Commissioners by developing policy options, recommending organizational changes, and serves as AHA’s Contracting Officer, who approves all contracts, purchase orders and contract change orders and contract amendments. The ED also manages the Authority’s relationship with its General Counsel.
The Executive Director reports to the Board of Commissioners, who establishes Authority policy parameters and approve certain financial management decisions including approval of the operating budget and certain financial commitments, related to contracts and non-routine business transactions.
The ED directly supervises and oversees the Senior Staff. The core Senior Staff includes the Bookkeeper, the Property Manager, the Director of Modernization, the Section 8 Housing Choice Voucher Manager, and the Compliance Officer.
ESSENTIAL FUNCTIONS
1. With the assistance of Senior Staff, develops the overall annual goals and objectives for the Authority and each of the administrative branches.
2. Identifies new resources and programs appropriate for the Authority’s use and develops strategies to obtain these resources.
3. Plans and implements organizational changes. Periodically reviews AHA Personnel Policy to assure that it is in conformance with current law and industry practices.
4. Serves as the Contracting Officer will full authority to approve and sign purchase orders; ability to sign construction contracts and professional service contracts after Commissioner approval.
5. Works with the Senior Staff on the development of annual operating and program budgets.
6. Develops agency priorities for collective bargaining efforts and sets the overall parameters for negotiations.
7. Oversees the activities of the Authority’s General Counsel and manages AHA’s non-routine legal service requirements.
8. Acts as Secretary to the Board of Commissioners, and prepares meeting agendas and meeting minutes.
9. Acts as the Authority’s primary liaison to City Hall, the City Council, state and federal agencies and legislators.
10. Provides the lead point of contact and serves on the board, as appropriate, of any affiliated or subsidiary non-profit entities whose mission is to support the Authority in the delivery of resident services and programs or to support housing redevelopment opportunities using AHA resources.
11. Attends meetings with private and public entities to represent the Authority.
12. Takes an active role in housing development activities and coordination with City of Ansonia community-based initiatives that relate to AHA’’s programs.
13. Prepares docket item and provides the Board of Commissioners with all relevant performance data and budget\accounting information on a consolidated and project basis.
14. Directs the public relations efforts of the Authority.
15. Meets with and consults with resident groups.
16. Scrutinize annual performance reviews.
17. The Executive Director can assume on an as needed basis, any or all of the duties that have been delegated to the each of the heads of the various departments.
18. Performs all other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
1. The duties of this position are primarily office-based and require manual dexterity sufficient to competently use office equipment such as a computer keyboard or calculator.
2. Superior written and oral communication skills such as complex written responses to regulatory agency or public information request or speaking at public forums as a representative of the Authority.
3. Strong supervisory and staff development skills.
4. Knowledge of operational and capital planning techniques.
5. Experience in the design and development of performance goals and objectives for a large staff.
6. Knowledge of budget management.
7. A background in public administration, real estate operations/development, assisted housing management or HUD programs.
8. Ability to assemble and analyze factual information for the purpose of developing proposed courses of actions and comprehensive solutions to program related issues.
EDUCATION AND EXPERIENCE
A Bachelor’s Degree or equivalent with a concentration in Public Administration, Urban Planning, Law or Business Administration with five years supervisory experience for a public or private organization or government program with annual budgets in excess of 2.5 million dollars; or
Ten years work experience with a public or private organization or government program with the last three years in a senior supervisory position with responsibility for annual budgets in excess of 2.5 million dollars.
