DIRECTOR, HOUSING CHOICE VOUCHER PROGRAM

The Housing Authority of New Orleans (HANO), is seeking qualified candidates for the position of  Director, Housing Choice Voucher  Program (HCVP).  With a workforce of 200 employees, HANO  houses over 19,000 residents in the City of New Orleans and manages a range of programs and initiatives.  The Housing Choice Voucher Program is charged with the responsibility of administering Housing Choice Voucher Subsidy Programs, including a variety of Special Purpose Voucher programs, with over 17,000 Vouchers and a $150 Million budget; ensuring program compliance with the U.S. Department of Housing and Urban Development (HUD) regulations and other applicable laws; planning and directing HCVP activities to ensure a minimum SEMAP rating of standard performer as well as a longer term strategy to achieve high performer status; managing and coordinating the placement of applicants, services and payments to owners and the delivery of other related services and support programs  with various organizational entities.  The Director, Housing Choice Voucher Program will report to the Deputy General Manager/Operations; serving in an advisory capacity on all matters pertaining to HCVP and managing the day-to-day HCV departmental operations i.e.  planning, directing and coordinating tasks, activities and programs to meet organizational objectives; serves as a resource to  staff to ensure the effective discharge of their duties and responsibilities.

v  Bachelors Degree from an accredited  college or university

v  Minimum  of  5 years management  experience  providing supervision and guidance to  subordinate staff, of which 3 years must be in the management of HCVP; or an equivalent combination  of education and experience.  Housing Authority experience preferred

v  Extensive experience in  administering HCV programs, including the ACC;  a variety of special programs,  policies and  practices and  HCV compliance

v  Demonstrated expertise and knowledge of federal Housing laws, HUD regulations and policies pertaining to the administration of the HCV Program; developing and applying policies and procedures to effect such laws and regulations

v  Excellent communication skills.
