Housing Management Division

DHA seeks qualified candidates for a new position with primary oversight for all aspects of portfolio energy management programs.  DHA’s Energy Manager (EM) will have primary responsibility for the development, implementation, monitoring, and evaluation of an energy conservation and management plan for the entire DHA real estate portfolio.  The EM will report to the Chief Operating Officer for the Housing Management Division (HDM) and will work closely with the Real Estate Division.  

The EM will coordinate all aspects of DHA’s Energy Performance Contract (EPC) initiative with HUD, including identification of Energy Conservation Measures (ECM’s); preparing bids, scope of work, and coordination of project management of the installation of the ECM’s; developing life cycle capital investment plans for the ECM’s; developing preventative maintenance plans for the ECM’s; and oversight and analysis of annual measurement and verification of ECM’s.  The EM will collaborate and coordinate with the Real Estate and Finance divisions on financing and monitoring the Energy Performance Contracts as well as any outside consultants responsible for EPC execution and operations.

The EM will be responsible for undertaking basic research and identification of industry best practices and technology trends in renewable energy and energy conservation in the real estate and building operations industry, and making recommendations to DHA’s senior management on future capital investments.    The EM will also be responsible for basic training of DHA staff on the maintenance and optimal operation of all energy conservation measures.   The EM will be a lead contracting officer with respect to the procurement of ECM’s and related professional services.

The EM will be responsible for establishing an Energy/Water Bill Monitoring and Verification audit program to collect and analyze consumption and bill data on the actual performance of ECM’s; including identifying anomalies, investigating failures, reporting findings, and producing recommendations for system optimization.  The EM will also be expected to develop a Resident Energy Conservation Program that deploys an effective education and training curriculum with appropriate incentives and disincentives which lead to favorable changes in energy and water consumption behavior.  The EM is expected to test and report results on any changes to behavior patterns of residents.
