REQUEST FOR QUALIFICATIONS

Community Economic Empowerment Initiative

 

GENERAL

In line with the goal to develop strategic partnerships and leverage localized resources, the Little Rock Housing Authority seek proposals from qualified individuals / firms to develop a comprehensive Community Economic Empowerment plan to connect public housing residents in the developments surrounding Sunset Terrace, Elm Street Community, and Stephens Manor to economic and educational opportunities with local institutions (Little Rock Housing Authority Capital Fund Programs, Willie Hinton Neighborhood Resource Center, University of Arkansas at Little Rock, Arkansas Baptist College, University of Arkansas Medical Sciences, Arkansas Children’s hospital, Little Rock Central High School, Stephens Elementary School, etc.).

This multi-tiered initiative will result in tasks associated with:

1)      a comprehensive supply demand community employment analysis;

2)      the development, design and implementation of a PILOT program to reengage five members of the community in the ongoing housing development activities currently underway or planned by LRHA;

3)      the tracking, monitoring, evaluation and reporting on the five individuals participating in the PILOT program;

 

HOW TO APPLY

RFQ packets will be available on Monday, October 31, 2011 at 8:00 a.m. at the front desk of the Little Rock Housing Authority located at 100 S. Arch Street, Little Rock AR. 72201

 

To be considered, five copies of the response must be received by the LRHA CFP / Contract Administrator no later than 2:00 p.m. November 30, 2011 at the following address:

The five copies of the proposal should be packaged in such a manner that the sealed, opaque envelope clearly reflects the project name (“LRHA CEEI”) and the applicant’s name and address. All submitted materials become the property of the Little Rock Housing Authority and will not be returned unless a self-addressed stamped envelope, with sufficient postage, is provided.

QUALIFICATIONS

Respondents must provide information regarding qualifications and characteristics of the respondent in the following order with examples of similar work completed:

·        A description of the firm

·        A detailed work plan, which would identify major milestones and approaches to complete the tasks outlined in the RFQ

·        A detailed schedule of work with the anticipated date of contract notice to proceed of December 15, 2011

·        An organization chart showing key personnel by name

·        Résumés of key personnel that will be assigned to this project

·        Five references, including name, address, telephone number, contact name

 

 

EVALUATION CRITERIA

In order to properly evaluate the experience of the project team being proposed for this work, please show the involvement of each team member in projects that are presented as “similar types of work” or as representative of the types of work the firm is involved in. Any projects listed in this proposal that are intended to show the firm’s experience in the type work contemplated and that do not show the involvement of proposed project team members will not be considered by LRHA as relevant to this proposal.

 

ELIGIBILITY

SELECTION PROCESS

As approved by the Executive Director / Contracting Officer, a selection committee will review all applicable submissions and select applicants to be interviewed and recommended in accordance with the provisions of the Little Rock Housing Authority Procurement Policy.

 

Committee members will evaluate each proposal according to the qualifications and criteria noted above and will record their scores on a selection-rating sheet. After scoring and ranking all proposals, the committee may elect to conduct interviews with the top ranked applicants in order to make its final selection.

 

Following a final committee ranking of proposals, a fee negotiation will begin with the top ranked firm. If negotiation of a fee amount, schedule or contract is not successful within the limits set by the selection committee, other applicants will be contacted. Fees or pricing are not to be included in this RFQ to do so will disqualify your proposal.

Team 25%:                Credentials and experience of professionals assigned to manage the project

 

Approach 25%:          Discuss philosophy and overall approach to the proposed work

 

Schedule 15%:           Firm’s ability to complete projects in required time frame and within budget
