Committees

Place-Based Housing Assistance Committee

CLPHA's Place-Based Housing Assistance Committee provides membership input on policy, program and funding issues pertaining to place-based housing assistance that are of interest and importance to the CLPHA membership. The committee plays a lead role in forming CLPHA’s policy positions and priorities as CLPHA considers what is needed to preserve, improve and expand place-based housing assistance. Committee members share their expertise on topics including preservation, mixed finance, redevelopment, and recapitalization. CLPHA staff consult with the committee as specific questions or issues arise and will provide input on relevant policy matters to CLPHA’s board of directors. CLPHA staff provide administrative support to the committee and peer-to-peer learning and networking opportunities for its members to share information regarding operational and programmatic best practices.

Tenant-Based Housing Assistance Committee

CLPHA's Tenant-Based Housing Assistance Committee provides membership input on policy, program and funding issues pertaining to tenant-based housing assistance that are of interest and importance to the CLPHA membership. The committee plays a lead role in forming CLPHA’s policy positions and priorities as CLPHA considers what is needed for the voucher program to most effectively and efficiently ensure that voucher holders can access safe and affordable housing. Committee members share their expertise on the voucher program with CLPHA staff as specific questions or issues arise and will provide input on relevant policy matters to CLPHA’s board of directors. CLPHA staff provide administrative support to the committee and peer-to-peer learning and networking opportunities for its members to share information regarding operational and programmatic best practices.

Working Groups

CIO Working Group

Technology leaders from CLPHA-member and MTW PHAs have formed a working group focused on sharing best practices and lessons learned. In addition to an annual CIO convening, the group has created a Google Group (PHACIO) which provides a forum for Q&A and collaboration, as well as a database of technology in use at member PHAs. In its first year, PHACIO saw over 60 conversation threads where technology-related questions were posed and answered. The annual CIO Convening offers technology-focused presentations from members, vendors, and government agencies along with networking opportunities.

Communications Working Group

The Communications Working Group (CWG) offers CLPHA-member PHAs’ communications executives a network for resource and skill sharing, brainstorming, and collaboration.

In addition to meeting for an annual in-person convening, the CWG conducts regular monthly calls to discuss topics of importance to public housing communicators including media relations, resident communications, and social media engagement. When necessary, the group joins with additional PHA leaders (including executive directors) for rapid response calls to discuss messaging and media strategy in reaction to local and national stories related to public housing. EHV Working Group

The CLPHA EHV Working Group has been temporarily convened to address challenges related administering emergency housing vouchers. Group members will:

share information and best practices related to administering emergency housing vouchers
provide important updates to share with CLPHA membership
provide policy guidance to CLPHA and HUD
assist with drafting and providing feedback on CLPHA public communication on EHV (comment letters, action alerts, CLPHA policy agenda documents, etc.)

The group meets on the last Monday of each month from 1-2PM ET. To invite other CLPHA members to join the EHV Working Group, email jbeverly@clpha.org.

Housing Is Working Group

CLPHA created a Housing Is Working Group which will host sessions on cross-sector issues including education, health, and other intersectional topics. We will be following the same format of the traditional webinars open to the general public, with roundtables and update sessions for CLPHA members only. This will replace the education working group.

Immigration Working Group

The immigration working group formed in response to the series of proposed, and in some cases, implemented, restrictive policies of the Trump administration regarding treatment of immigrant participants in the public housing and voucher programs of PHAs, such as the mixed-families policy and the public charge rules. These policies affect the populations PHAs serve and raise myriad legal, policy, and administrative hurdles for agencies. The working group tracks pertinent litigation, reviews and comments on proposed regulations, and shares information and best practices on training staff and residents on rights and obligations that are impacted by these policy changes. A resource drop box is maintained that members of the group can access. The group meets periodically by conference call and at CLPHA membership meetings in person, in particular when there is a new issue that affects PHAs and their residents.

HR Working Group

The HR Working Group offers CLPHA-member PHAs’ human resources staff a network for resource and skill sharing, brainstorming, and collaboration. The HR working group is meeting weekly by conference call during the COVID-19 pandemic. For more information, visit clpha.org/hrworkinggroup.

Legislative Working Group

To augment and strengthen our advocacy with Congress, CLPHA formed the Legislative Working Group from among the CLPHA membership. The purpose of the working group is to collaborate with and advise CLPHA staff on federal legislative matters related to and impacting public and assisted housing. The working group meetings are held quarterly and on an as needed basis.
