HUD Publishes NOFO on FY23 Choice Neighborhoods Implementation Grants

Today HUD posted the FY 2023 Choice Neighborhoods Implementation Grants Notice of Funding Opportunity (NOFO) to www.grants.gov.

With this publication, HUD is making available approximately $256,000,000 for Implementation Grants of up to $50 million each.  Of this amount, HUD will award approximately $10 million as Supplemental Grants to FY17-FY20 CN Implementation Grantees that met certain requirements, as detailed in the NOFO Appendix.

Choice Neighborhoods Implementation Grants support the implementation of comprehensive neighborhood revitalization plans that are expected to achieve the following three core goals:

  • Housing: Replace severely distressed public and assisted housing with high-quality mixed-income housing that is well-managed and responsive to the needs of the surrounding neighborhood;
  • People: Improve outcomes of households living in the target housing related to income and employment, health, and education; and
  • Neighborhood: Create the conditions necessary for public and private investment in distressed neighborhoods to offer the kinds of amenities and assets, including safety, good schools, and commercial activity, that are important to families’ choices about their community.

Applications for a new Implementation Grant are due on December 11, 2023. (Applications for a Supplemental Grant are due on March 4, 2024.)
