Sunia Zaterman, Executive Director

Sunia Zaterman joined CLPHA as Executive Director  in 1994. She has over thirty years experience in housing issues at the federal, state and local levels. From 1994 to 2004, she also served as Executive Vice President of the Housing Research Foundation.  Prior to her tenure at CLPHA, she served as the Director of Research and Development at the Alexandria, Virginia Redevelopment and Housing Authority and the Executive Director of the Travis County, Texas Housing Authority.  In addition, she has worked at the Texas State Legislature and the New York State Housing Finance Agency.  She holds a Masters Degree in Urban Planning from Princeton University and a Bachelors Degree in History from Barnard College, Columbia University.

Ms. Zaterman  serves as a Trustee of CHF International, an international community development organization and the National Housing Conference (NHC). She also serves on the editorial advisory boards of Affordable Housing Finance and Housing and Development Reporter.

Deb Gross, Deputy Director

Deb Gross holds a Ph.D. in Political Science from Ohio State. Prior to coming CLPHA she was a senior researcher at HUD in the Office of Policy Development and Research. Before coming to Washington, D.C. she taught courses in American politics and public policy at the University of Massachusetts and Clark University. Over the years Ms. Gross has conducted research and published articles on education, employment and training and housing policy. She joined the CLPHA staff as Research Director in 1996. (note: currently on temporary assignment at HUD)

Gerard Holder, Legislative Director

Gerard Holder is the former executive director of the congressionally mandated Commission on Affordable Housing and Health Facility Needs for Seniors in the 21st Century, popularly known as the Seniors Commission.  Prior to his appointment to the Commission, Mr. Holder served as executive director of the Senior Housing Council for the Assisted Living Federation of America, a membership organization of senior housing providers.  He also spent 10 years at the American Association of Homes and Services for the Aging, as the associate director for housing policy in Washington, DC.

Pat Lewis, Communications Director

Pat rejoined as communications director in late 2009. She brings an extensive background in developing and implementing information and advocacy initiatives for national organizations, government agencies, and non-profits. A former journalist, she has a Bachelor's Degree from Duke University, and a Master's Degree in Political Science from Auburn University at Montgomery.

Trena Mainor, Director of Operations

Trena Mainor joined CLPHA August 7, 2006. She holds a BA from William Smith College, where she majored in Religious Studies and Psychology. Before joining CLPHA, she was the Membership Operations Manager for AcademyHealth, managing all aspects of retention and recruitment for 4500 members. Her primary responsibilities at CLPHA include office administration, membership and meeting planning.

Leah Staub, Research and Policy Analyst

Leah Staub is a former research associate at the Center on Budget & Policy Priorities, Washington, DC. Her professional areas of interest include public housing and HOPE VI, voucher funding, and general housing assistance need. A native of Pennsylvania, Ms. Staub received her bachelor's degree in Human Development & Social Relations from Earlham College in Indiana and a Master's degree in Public Policy with a concentration in Urban Policy from Johns Hopkins University.  

Theresa Finney Dumais, Research and Policy Analyst

Theresa Finney Dumais was the Development Director at Habitat for Humanity of Huron Valley, managing capacity building, advocacy, and communications efforts.  Upon moving to DC, she  worked with the policy team at the National Low Income Housing Coalition.  She holds a Master of Arts in Public Policy & Administration from Northwestern University and a Bachelor of Arts from Union College.  Her portfolio at CLPHA will include public housing, the Rental Assistance Demonstration, HOPE VI / CNI, and green housing initiatives.
