CLPHA President: Jeffery K. Patterson, Chief Executive Officer, Cuyahoga Metropolitan Housing Authority
Jeffery K. Patterson was appointed to Chief Executive Officer by the Cuyahoga Metropolitan Housing Authority Board of Commissioners in March of 2012 after serving as CMHA's Interim CEO and Chief of Staff and Operations. He has over 30 years of dedicated service to the residents of Cuyahoga County. As CEO of one of the 10 largest housing authorities in the country, he is responsible for a $230 million dollar budget, approximately 700 employees, 10,500 units of housing, 15,500 housing choice vouchers and over 55,000 residents and participants of CMHA's Low Income Public Housing, Housing Choice Voucher and Rental Assistance Demonstration (RAD) Programs.
Patterson directs CMHA's efforts to be the leader in providing safe, affordable housing for low-income residents of Cuyahoga County, while striving to use innovative, sustainable practices and techniques to serve the residents of CMHA. Under Patterson’s Leadership, CMHA is implementing an aggressive asset recapitalization and repositioning strategy that will lead to the creation and improvement of affordable housing for the residents of Cuyahoga County. In doing so, CMHA is focusing on fostering neighborhood improvements in the community, resident self-sufficiency, housing mobility opportunities and striving to close the digital divide creating opportunities for CMHA residents to receive high-speed internet access in their homes.

CLPHA Vice President: La Shelle Dozier, Executive Director, Sacramento Housing & Redevelopment Agency
La Shelle Dozier is Executive Director of the Sacramento Housing and Redevelopment Agency, serving in this capacity since 2009 after holding the interim position during the previous year.
As Executive Director, Dozier oversees community development and revitalization strategies in the City and County of Sacramento, as well as the provision of housing for low-income residents using a wide variety of programs and financing mechanisms. She is responsible for the Agency’s function as the Housing Authority for the City and County of Sacramento which administers federally funded rent assistance programs to provide safe, decent housing that serves more than 14,000 low-income families. Ms. Dozier is responsible for administering the Agency’s $211.9 million budget for 2020 with a workforce of 246 employees.
Dozier leads SHRA as the largest public funder and provider of affordable housing in Sacramento, committing $333 million in loan assistance and mortgage revenue bond issuance in 2020 to help build or improve multifamily communities for low-income residents, to help families purchase an affordable home, and to rehabilitate or build affordable single/multifamily housing. The Agency manages a $325 million affordable housing portfolio and over the past 20 years has assisted in the production of more than 22,800 units of affordable housing through the application of various financing tools.

CLPHA Secretary: Maria Razo, Executive Director, Housing Authority of the County of San Bernardino
Maria Razo has had the opportunity to work with the talented team at the Housing Authority of the County of San Bernardino (HACSB) in a variety of progressively responsible roles for the past 16 years. Maria has served as HACSB’s Executive Director since her appointment in 2016. Maria brings nearly 27 years of public service to her role in a variety of leadership positions including at the Housing Authority of the County of Riverside.
The team at HACSB, has successfully implemented many innovative affordable housing programs and services (including term limits and work requirements), expanded partnership opportunities, promoted research, and enhanced customer service efforts. As the largest provider of affordable housing in the County of San Bernardino, HACSB serves approximately 25,000 individuals and owns and/or manages more than 3,000 housing units. Maria is a board member of the following organizations: Knowledge and Education for Your Success (KEYS), Housing Partners I, Inc.; Goodwill of Southern California Leadership Council; San Bernardino County Interagency Council on Homelessness (chair); Council of Large Public Housing Authorities; Moving to Work Collaborative; and was appointed to be a part of the U.S. Department of Housing and Urban Development’s Research Advisory Committee. Maria holds a Bachelor’s Degree in Business Administration from the University of California, Riverside and a Master’s Degree in Public Administration from the California State University, San Bernardino. Maria and her husband Dave are the proud parents of six children.
CLPHA Treasurer: Edwin Lowndes, Executive Director, Housing Authority of Kansas City, MO
Edwin Lowndes has served as the Executive Director for the Housing Authority of Kansas City, Missouri since 2001. Lowndes began his career at the Housing Authority in 1995 as General Counsel. Prior to coming to the Housing Authority of Kansas City, Missouri, he served as a Deputy County Attorney for Douglas County, Nebraska working primarily on civil matters, concentrating on regulatory and governmental issues as well as counsel to the Board of Commissioners.
In addition to his duties as the Executive Director for the Housing Authority, Lowndes serves as a member of the board of directors for the Council of Large Public Housing Authorities and the board’s Treasurer; a member of the board of directors for the Affordable Housing Accreditation Board; a member of the board of directors for the Housing Authority Insurance Group and its affiliate companies; a member of the Kansas City Workforce Investment Board; and a member of the advisory committee for the Metropolitan Community Service Program of the Kansas City Metropolitan Crime Commission.
