HUD Expands Eligible Uses of CDBG for Housing

Date Published:
November 2nd, 2023

HUD has updated the guidance for Community Development Block Grant (CDBG) to allow funding of a wider range of housing-related activities. These include acquisition, adaptive reuse, rehabilitation, reconstruction, housing counseling, and fair housing planning activities. Manufactured housing units that are part of the community’s permanent housing stock are now deemed eligible for acquisition or direct homeownership assistance through the CDBG program.

PHAs can access the funding for these activities through the CDBG Entitlement Program. For the CDBG State program, eligible activities are determined by each state, which allows flexibility in determining how to use their funding. To view a full list of activities eligible for CDBG funding, view the CPD Notice.
