HUD Programs Will Be Funded Throughout March 

Last night, the House and Senate passed H.R.7463, the “Extension of Continuing Appropriations and Other Matters Act, 2024.” This is the fourth continuing resolution (CR) Congress has passed to continue funding the government as they work to pass the Fiscal Year 2024 (FY24) budget. H.R. 7463 passed in the House by a bipartisan vote of 320-99 and passed in the Senate by a bipartisan vote of 77-13. The stopgap bill now heads to President Joe Biden's desk for his signature. HUD also announced that the agency will continue to fund all programs pertaining to PHAs through the end of March. 

According to a statement issued by the Senate and House Leadership, Appropriators have reached a consensus on six appropriations bills including Transportation, Housing and Urban Development, and Related Agencies (THUD). The statement also indicated that passing another CR was necessary to provide time to draft the six bills and allow members 72 hours to review the bill text before voting. Major news outlets have also reported that the text of the six appropriations bills will be released by this Sunday. 

The “laddered” CR extends funding for six appropriations bills, including the THUD bill through March 8, 2024. Funding for the remaining appropriations bills will be further extended through March 22, 2024. The CR includes no “poison pills” or objectionable policy riders which allowed the bill to pass with both Republican and Democratic support.
